ORA-65054 reported After Switchover in Rac Instance While Opening pdb in New Primary database (Doc ID 2808277.1)

Scenario which lead to the error:

Primary/Standby two node Rac. Switchover was Performed using Broker
Primary database was Switchover successfully to Standby after wait for 30 minutes and opened read only. However Switchover to Standby failed as it terminated after receiving End of redo.
Both Old Primary(new Standby) and Old Standby database(new Primar) had Standby role.
Broker was set to False (Dg_broker_start=false). Old Standby (New Primary) was Switchover to to Primary using sqlplus.
New Primary database started fine.

However opening the Pdb on the new Primary reported
