Listener Spends 1 Second Between Each Database Connections, When ADR Is Enabled (Doc ID 2809536.1)

Symptoms

Unexpected delay was encountered while connecting to the database through a listener.
Listener log shows that listener is only able to establish 1 connection per second,
thus making 100 connections to the database required 100 seconds.
