Symptoms

After applied Q1.2021 to M7 SuperCluster, seeing a GEN0 background process with wait event "rdbms ipc message" on almost all databases across three IO domains in the cluster.
In one of the databases, the GEN0 background process caused a user's job to hang.
In another database, a client user ran the command "grant exp_full_database to EXPDP_ROLE" and the command will not complete because of the GEN0 blocking session.
And this process is showing as a blocking session in many databases.
