As per tittle.

Full test case provided in ATTACHMENT, reproduced in our environment Oracle 19c version 19.10 and Oracle Cloud which runs 19.5.

Problem initially discovered by creating "Top N sets" in Tableau 20.4 which creates query similar to one provided.
I've generated the test case based on the Tableau generated query and experimented with functions.

The test case can be executed in any environment and creates a table with 100 rows.
