Symptoms
DBCA creates Listener and tnsnames.ora when DB is created from DBCA after selecting "create a new listener" in DBCA.
But DBCA does not create Listener and tnsnames.ora when DB is created using generated script even if selecting "create a new listener" in DBCA.
