Symptoms
During a database upgrade, the DST upgrade portion failed. Afterwards, queries are no longer using smart scan in the newly upgraded database, which adversely affects query performance.
If you check the status of the DST upgrade, it does not show as NONE:

Database upgrade, which included DST upgrade, or standalone DST upgrade was run; DST upgrade is incomplete.
