Symptoms
Database instance startup post local Exadata Compute Node Image patching fails with error:
$ sqlplus "/ as sysdba"

ERROR:
Error while trying to retrieve text for error ORA-12547
Changes
Local Exadata Guest Node (OVM) was patched to OL7 image (20.1.15.0.0.211013).
Post OS and Exadata image patching, binaries were relinked as part of post patch operations, and relinking operation failed.
