Unable To Recover Database From AIJ Files after restore (Doc ID 2858332.1)

Symptoms

After restoring a full backup to a different system,  when trying to use RMU/RECOVER to apply a sequence of AIJ files the following error occurred:

%RMU-F-TSNNOSYNC, The transactions in this journal file are not consistent with the transactions in this database root file
-RMU-F-CANTSYNCTSNS, Last committed TSN 195170707 in the after image journal file exceeds last committed TSN 195170690 in the database root
%RMU-F-FTL_RCV, Fatal error for RECOVER operation at 10-FEB-2022 14:43:52.41
