Listener unresponsive, ORA-445 in Alert log (Doc ID 2867990.1)

+ Listener unresponsive.
   There was a gap in the listener log from when the issue occurred, to when we attempted a listener restart. The listener restart did not work eventually, a full server reboot was done which resolved the issue.

+ CPU and RAM were fine during this period.

+ During this time, there were a huge number of ORA-0445 errors generated in the alert log also.
   An excerpt of the first error is below, these were spooled repeatedly every few minutes until the server was rebooted and the error was resolved.

Errors in file $ADR_BASE\diag\rdbms\DB\SID\trace\SID_mmon_xxxx.trc (incident=xxxxxx) (PDBNAME=CDB$ROOT):
ORA-00445: background process "MZ00" did not start after 120 seconds
