ODA clone of a Database hangs

Symptoms
When attempting to create a clone database from an Oracle database Appliance (ODA) the job hangs.
You are forced to stop and start initdcsagent to kill the hung job.
This causes odacli list-databases to show the status of the attempted cloned database as FAILED. You are able to remove this using odacli delete-database with the -fd option.
