19c GRID Upgrade Failed For Node1 And Require Fix (Doc ID 2877177.1)

Symptoms

19c GRID upgrade failed for node1 and require fix.
rootupgrade.sh failed on node1- with ACFS errors:-

Due to application requirement needing db to be back online, we started node2 instance in 11gR2 as the rootupgrade.sh did not touch node2 per logs and was able to successfully start db instance here.
Issue is we need instance1 back online from 11gR2 CRS as ps -eaf|grep d.bin stating all 19.11 processes.
