CDC Extract For SQL Server Not Capturing Changes (Doc ID 2879879.1)

The goldengate for SQL Server is classic and installed on a compute host
It is able to run an initial load extract, however the regular extract does not capture the changes
It is able to create a trail file with header, but no data goes in there.
I have pubs database installed. I can see the changes in system table cdc.etc, but extract is ignoring it.
