Oracle Services Are Not Coming Up After Server Restart - Database Hanging on STARTUP command (Doc ID 2885175.1)

Symptoms

After restart of DB server unable to start the database and it is getting hung at the STARTUP command, not moving further.
Nothing is being reported in the alert log.
Tried rebooting the server, still DB services are not coming up and it is in hung state.

Changes

 This Server restart comes after a maintenance window, but nothing changed at DB level.
