Symptoms

ASM does not mount a diskgroup automatically when it is coming up, but mounting it later using srvctl works.

For example, the following shows that the problem disk group, DATA1, is not getting mounted automatically.
This could happen to any diskgroup.

SQL> ALTER DISKGROUP ALL MOUNT /* asm agent call crs *//* {0:5:3} */
2022-01-28T15:20:28.192401-06:00
NOTE: Diskgroup used for Voting files is:
GRID
Diskgroup with spfile:GRID
NOTE: Diskgroup used for OCR is:GRID
NOTE: Diskgroup used for OCR backup is:GRID
NOTE: Diskgroups listed in ASM_DISKGROUP are
GRID
(duplicate)
ACFS
RECO
DATA
FLASH
