Symptoms

Unable to start ASM listener on Node1.

[grid@dbnode1 ~]$ srvctl start listener -l ASMNET1LSNR_ASM -n dbnode1
PRCR-1013 : Failed to start resource ora.ASMNET1LSNR_ASM.lsnr
PRCR-1064 : Failed to start resource ora.ASMNET1LSNR_ASM.lsnr on node dbnode1
CRS-2549: Resource 'ora.ASMNET1LSNR_ASM.lsnr' cannot be placed on 'dbnode1' as it is not a valid candidate as per the placement policy
