Permissions On $ORACLE_HOME/xdk/include Directory Changed Since 12.2 (Doc ID 2900154.1)

Symptoms

Since 12.2 the XDK/Include directory is not readable for the world anymore:

Customer unable to compile it's sources anymore when moving from and 11g client to a 19.x client.

$ORACLE_HOME/xdk/include: Permission denied
$ORACLE_HOME/xdk/public: Permission denied

 Upgrade to a version, starting with 12.2
