Heat map is enabled but related DB views show no data:

SQL> 2 SQL> select name, value from v$system_parameter where name IN ('heat_map', '_enable_heatmap_internal')

ON


2.SQL> select distinct(tablespace_name) from DBA_HEATMAP_TOP_TABLESPACES order by tablespace_name;

no rows selected
