RHPCTL -localmount Not Working For DB Homes, Not Using The Zip Copy Specified (Doc ID 2905135.1)

Symptoms

- When specifying -locamount -location for adding a workingcopy the DB home is not using the zip copy, it is still doing a remote transfer from the fleet provisioning central server.
- However when using with GRID home it is using the zip copy properly.
- Customer needs this functionality to work for DB home as well since they will be patching over 40 database servers at the same time and can not have the fleet central server and network be overloaded since it won't be using zip copy properly.
- No errors are seen with the command
- It can be seen that the output is different during the remote copy command
- It is supposed to say "extracting" and start unzipping locally on the server but instead it does a remote server copy which can be seen transferring from central fleet server.
- Have not found a work around available with this, this issue seems to have been an issue on 19.15 as well as 19.16.

- To further clarify, the zip copy is working with RAC GRID HOME, STANDALONE DB HOME, ORACLE RESTART. But it is NOT working with RAC DB HOME.
