Table with Many Bitmap Indexes Has Slow Index Maintenance after Load Abort or Rollback (Doc ID 2906964.1)

Symptoms

DML on a table with many bitmap indexes has slow index maintenance when the load is aborted or rolled back.   This causes the next DML on the table to be extremely slow.  The exact number of indexes at which this issue starts to occur was not determined, but there were 75 bitmap indexes on the table in the testcase provided.

Changes

 While this issue was first reported under 18c, it had occurred for the same customer under 12.1.0.2, as well.  It is unknown if it also occurred in 11g.
