Symptoms
A new "begin upgrade" failed with the following errors. After patching from 19.14 to 19.17
alter pluggable database <app_ref> begin upgrade to '202211011848';
alter pluggable database application cas_app begin upgrade to '202211011848'

ORA-65011: Pluggable database pdbname 2 does not exist.
ORA-00988: missing or invalid password(s)
