Creating SQL Tuning Advisor task for a sql_id from OEM or manually fails with 'ORA-13780: SQL statement does not exist'.

v$sql.is_resolved_adaptive_plan shows 'N' for the sql_id

sys.gv_$sqlarea_plan_hash does not have an entry for the sql_id
