Cluster Unable to Restart After Crash Caused by Foriegn Key and Repartitioning (Doc ID 2935265.1)

Symptoms

On : 7.6 version, Crashes

Cluster unable to restart after crash - required restoring from a backup

After adding 2 nodes and running a reorganize partition, the NDB cluster crashed after it filled up the LongMessageBuffer.

Attempts were made to increase the LongMessageBuffer from 64M->128M to hopefully avoid the initial crash.
