Symptoms
Running dbms_workload_capture.start_capture from Enterprice Manager and from PLSQL Block fails with error ORA-15505: cannot start workload capture because instance 1 encountered errors while accessing directory

The directory was accessed by all 4 nodes of the cluster. We also ran a script that execute UTL_FILE. PUT_LINE by the same user who runs the package, and this work.
