Trying To Connect Using ODBC With Microsoft Access Results in Ora-12535 or Ora-12545 (Doc ID 294699.1)

Symptoms

When trying to link a table with Microsoft Access 2002 using the Oracle ODBC Driver version
9.2.0.6.3 or the Microsoft ODBC Driver for Oracle results in the error:

ORA-12535 / TNS-12535 TNS:operation timed out

or

ORA-12545/TNS-12545, "Connect failed because target host or object does not exist"

This same error resulted also in Microsoft Excel when trying to create a database query using
Microsoft Query. Also, when sqlnet tracing was turned on, it would not generate a trace file with the connections from Microsoft Access or Microsoft Excel. However, odbc trace was working and would trace those errors.

The same sqlnet alias works fine in sqlplus and with test connection button in the Microsoft odbc
administrator.
