 1. SYNC the target Standby
 OPTION I : If Primary able to mount
 OPTION II : If Primary Database not able to mount
 2. Cancel the MRP
  3. Terminal recovery
  4. Crosscheck if standby is ready for failover
  5. Issue the zero data loss failover command
  6. Open the new primary
