Symptoms

if log_archive_dest_1 in Initparams contains both LOCATION and VALID_FOR :

InitParams=...,log_archive_dest_1='LOCATION=USE_DB_RECOVERY_FILE_DEST VALID_FOR=(ALL_LOGFILES, ALL_ROLES)',

dbca fails with

[WARNING] ORA-01078: failure in processing system parameters
[FATAL] ORA-01034: ORACLE not available

if InitParams=...,log_archive_dest_1='LOCATION=USE_DB_RECOVERY_FILE_DEST', 'VALID_FOR=(ALL_LOGFILES, ALL_ROLES)', - database is created but "show parameter log_archive_dest_1" returns "LOCATION=USE_DB_RECOVERY_FILE_DEST" (VALID_FOR part was ignored).
