RMAN Backups Goes To default FRA location Eventhough Backup Destination defined in RMAN configuration (Doc ID 2953893.1)

RMAN backups goes to FRA instead of filesystem even though customer give format in channel allocation as given in show all output.

RMAN configuration changes to use format and parallelism parameter changes.
