BCT File Is Incorrectly Initalized When Applying No Redo

Symptoms
After applying DBRU 19.16.0, BCT (Block Change Tracking) file is incorrectly initalized.
Due to this initialization, RMAN takes longer to get backup of datafiles.
When this problem happens, below messages are recorded in alert.log of database.

Applying DBRU 19.16.0 or above, or 21.7.0 or above
