Adding a Partition to a Table with a Local Spatial Index Fails with ORA-14523 (Doc ID 2957041.1)

Symptoms

The default block size for the database is 8k. A tablespace is created with a 16k block size.
A partitioned table is then created using the 16k block size with a local Spatial index.

The Spatial index creates with no issues.  However, adding a partition to the table fails with the following error:

ORA-14523: Cannot co-locate [sub]partition of local index with table [sub]partition because local index
block size [8192] does not match table block size [16384]
