You have July 2020 patch set 31312468 installed:

The main problem here is that this Database never had Oracle Label Security (OLS) or Data Vault (DV) installed.
In fact, with the above example, this was a Standard Edition which does not have OLS or DV as an option! (see Doc ID 2253235.1).

That also means Doc ID 2666589.1 would not be an option as a solution for INVALID corrections, this being Standard Edition.

You are attempting to run "datapatch rollback" against a patch set, but the patch set was installed only with the OPatch tool.
