Query Results Changed After Patching Database To 19.19 DBRU (Doc ID 2969960.1)

After patching database from 19.18 to 19.19 this past weekend, we found that the following query produced a different output.

In 19.18, the query returned 265 rows, and in 19.19 the query returns only 2 rows.

The database was upgraded from 19.18 to 19.19
