Parameter for heat_map is Enabled but no Data is Showing Up in Related Views/tables

Symptoms
Oracle HEAT MAP was enabled in a 12.1.0.2 database but no data is showing up in system views/tables, even after making some modifications to test tables.
- There was no details seen in the heat map related tables even after re-start of the database.
- As suggested in Doc ID 2930481.1, attempting to flush the data manually also did not help:
exec dbms_ilm.flush_all_segments;
- Same set of steps worked in another database of same version.
