OLEDB : Unspecified Error Raised When Table has More Records

Symptoms
Using Oracle OLEDB application, Application attempting to retrieve over 2000 rows, an "Unspecified Error" message is encountered. This issue is exists in the more recent versions of the Oracle OLEDB Provider like 21.x and 19.x. But in earlier versions 18.x and 12.x does not have problem. Furthermore, this problem is observed in both 32-Bit and 64-Bit client versions.
