How to make database open when FRA is full (Doc ID 2980929.1)

Goal

 The purpose of this note is to provide a method, to resolve the scenario of that the database cannot be opened because of full FRA(ORA-19815):

After DB instance restarted, it cannot startup, even "startup nomount" failed with ORA-03114. In our case, ORA-19815 error occurred because of FRA is full of archived logs, we can consider changing db_recovery_file_dest_size value and removing archived logs to resolve this issue.
