Newly Created DB Unable To Connect ORA-12547: TNS:lost contact (Doc ID 2999659.1)

Symptoms

A new 19c database was created and was able to connect.

After having been up (an not used) for 10 days or so no longer able connect.

When we try to connect , got this error ORA-12547: TNS:lost contact.

In the alert log we see a recurring 'kkjcre1p: unable to spawn jobq slave process'

Changes

Dynatrace (monitoring tool usually used in Azure/AWS ) was installed on the machine.
