How to sort UTF8 character data by non-UTF8 character set (collation) (Doc ID 3000429.1)

Goal

Even when character data is migrated from a non-UTF8 (e.g. cp932, eucjpms) character set to a UTF8 character set, the character data can be sorted using the character set before migration.
