GoldenGate DB2 Z/OS Extract Not Starting With "begin Now" Option After Patching To April'23 RU (Doc ID 3001155.1)

Symptoms

User has recently attempted to patch GoldenGate for DB2 database, but sees that either when creating a new extract or altering an existing extract with the "begin now" option, it no longer appears to work.

The RBA (LSN) does not seem to be discovered and the extract never progresses.
Testing confirms that a manual altering of the extract to a specified LSN does work and the extract seems to behave normally thereafter.

In essence, either:
  "add extract <name> , tranlog <data source> , begin now"
or
  "alter extract <name> begin now"

seems to yield an LSN: 00000000000000000000

However, "alter extract <name> extrba <lsn>" gives us LSN: <mentioned LSN in command>

Oracle GoldenGate Command Interpreter for DB2
Version 19.1.0.0.200414 OGGCORE_19.1.0.0.0OGGBP_PLATFORMS_200427.2331.6 --> existing working version.
AIX 6, ppc, 64bit (optimized), IBM DB2 z/OS

Updated version 19.1.0.0.230418 (OGGBP_PLATFORMS_230413.1325) --> this is the version to which GG is patched.
