GIRU Patch Failed With - java: 0403-006 Execute permission denied (Doc ID 3006985.1)

Symptoms

During GIRU patching, "patchgen commit" failed with "java: 0403-006 Execute permission denied." error.
In the log, the fist time "patchgen commit -pi 35553096" succeeded, but after the file "<$ORACLE_HOME>/jdk/bin/java" was copied,
the subsequent "patchgen commit -pi 35643107" failed.
