OCIDescribeAny Is Failing With ORA-04043 In Case Multitenant And Works Fine With Non-Multitenent (Doc ID 3029720.1)

Symptoms

When calling the function OCIDescribeAny against a Pluggable Database (PDB), the error: "ORA-04043: object xxx does not exist" is returned but with the same code against a normal (non-container-pluggable) database, run fine with no errors.

1) NON-CDB = works
2) CDB = fails
