"srvctl relocate service" Command Does Not Validate "-newinst" Option

Symptoms
On 19C RAC, "srvctl relocate service" command does not validate the "-newinst" option. if we specify wrong "-newinst" name (for example "nonexist"), the command doesn't report any errors and the service is relocated to an available instance.
The above command runs successfully without any errors, the service is relocated from ORCL1 to ORCL2, even we specify a non-exist new instance name "nonexist". it should report an error that the new instance doesn't exist.
