Following error appears in error log and does not allow to start the server:

After installing a new version of MySQL while starting MySQL server using:

mysqld with --upgrade=AUTO (default) or with --upgrade=FORCE options as of 8.0.16, or
mysql_upgrade with --upgrade-system-tables or with --force options prior 8.0.16
