How to Restart Oracle Clusterware of Surviving Site During One Site Power Outage Regarding to Extended Cluster? (Doc ID 3058560.1)

Symptoms

Customer has an Extended Cluster created by site A and site B, they executed a power outage simulation regarding to site A,
because of storage configuration issue, the storage of site B also been offline, so the cluster on site B also reboot like below:

The Voting disks and OCR like below:

 

Changes

Regarding to Extended Cluster, one site is power outage, then restart surviving node.
