Oracle Linux 9 - ACFS/ADVM udev Rules 55-usm.rules Not Triggering Correctly (Doc ID 3059316.1)

Symptoms

After installing Oracle 19c RAC on Oracle Linux 9, it was found that the ACFS/ADVM udev rules '55-usm.rules' were not being triggered correctly.

This issue can only be reproduced in Oracle Linux 9 but can't be reproduced in OL7 or OL8.

The '55-usm.rules' causes the following two errors in OS log, and resulting in incorrect permissions for the user-created ACFS volumes.

1) For ACFS/ADVM control device /dev/asm/.asm_ctl_xxx:
