When using DBCA to create a new DB, if memory usage of 8% or more of the physical memory is specified, ORA-27123 is reported.
If memory usage is specified as 5%, the database is created without error.
Why does DBCA raise ORA-27123 attempting to create a database on a machine with greater than 4Gb physical memory?
