Symptoms

Create Snapshot / Create Materialized view generates : ora-1031

Materialized view is accessing remote tables
There is no on commit clause in Materialized view
There is no query rewrite clause in the Materialized view
The where clause uses an outer join condition
Owner of the Snapshot / Materialized view is not the owner of the remote tables
