Insert Into Schema Based Table Gives 'ORA-19007: Schema and element do not match' (Doc ID 309677.1)

Symptoms

 A schema is registered as USERA.
USERA then creates an XMLTYPE table referencing this schema.
USERB is granted all on the table.
USERA can successfully insert documents into the table.
USERB CANNOT successfully insert documents into the table, but instead receieves error :-

ORA-19007: Schema and element do not match
