ORA-1031 : CREATE DATABASE LINK Fails after ALTER SESSION SET CURRENT_SCHEMA

Symptoms

Though USER1 has the CREATE DATABASE LINK system privilege, when executing the CREATE DATABASE LINK after setting the current schema to USERS, it fails with ORA-1031 error:

SQL> conn / as sysdba
Connected.
SQL>  alter session set current_schema=user1;
Session altered.
SQL>  create database link test connect to system identified by manager using 'EMR920U3';
create database link  test connect to system identified by manager
*
ERROR at line 1:
ORA-01031: insufficient privileges
