Symptoms

Parsing / loading / registering an XML or XSD file that contains a DTD reference fails with errors:


ORA-31001: Invalid resource handle or path name "/OracleDTD.dtd"
ORA-06512: at "XDB.DBMS_XMLDOM", line 4180
ORA-06512: at "XDB.DBMS_XMLDOM", line 4205
ORA-06512: at line 12
