This problem can occur on any platform.
Symptoms
You cannot connect to an Oracle Database running on Windows 2000 Server after the
machine was restarted.
ERROR:
ORA-12514: TNS:listener could not resolve SERVICE_NAME given in connect descriptor
Verified the issue by the script output provided in TAR text showing the connection attempt
using 'connect / as sysdba' fails with the ORA-12514 error message.
