Symptoms
- Following error occurs when trying to drop a user that has been granted execute on the SYS.DBMS_PIPE package -
ORA-04021: timeout occurred while waiting to lock object SYS.DBMS_PIPE
- The same error can also occur on other packages like DBMS_LOCK etc.
